Kebijakan Perdagangan Ritel dan Dampaknya bagi Peritel Tradisional di Kota Malang

Abstract

Using both qualitative and quantitative methods, the objective of the study was to examine the main cause ofthe decline in the business performance of traditional traders in Malang. The quantitative method wasconducted using Difference in Difference (DiD), while qualitative method was conducted using in-depthinterviews with several key informants. Results of the quantitative analysis shows that the elimination oftraditional traders were caused by several factors. Internally, the low quality of human resources, the qualityof management, the business strategy, the ability to master information technology were the main obstaclesfor traditional retailers to grow and evolve. Secondly, the lack of legal protection in the form of legislationthat raises firm and harsh sanctions against violators of the regulation of the retail industry. Third, the lackof political will of the local government to develop the traditional markets. It appears from the lack ofsupport and concern of the government in the area of physical development of traditional markets. If supportexist, sometimes are not in favor of the traders that is not conducive for the development of traditionalretailers.
